WHY SETBACK OR SAFETY ZONE SO IMPORTANT?

 In Malaysia two accidents regarding safety zone ot setback.In Negeri Sembelian one died when a rubber tree falled and hit the victim car and died on the spot.Are our road safety zone or setback between road edge and road boundary not enough to stop this happen?.In Malaysia for rural road the setback from edge of pavement to the boundary at least 10 or 15 feet(must check with ARAHAN TEKNIK JKR)  this guideline are used so many years for right and left of the passageway.

This guideline is good enough to protect a safety to our road and what happen to control the setback for the plantation or jungle of both edge of the road.Should be the planner or planning act or ministry of agriculture look the matter of setback between the row of tree and the boundary if the boundary of the road share same boundary with the plantation.Guideline for plantation area ,the minumum setback when shara the same boundary with the road.The mi umum setbact arealso depending the height of tree at the first row or front row.Example for coconut tree,the height maybe 30 ft,so the minumum setback is 15 ft.For rubber tree,the height maybe 40ft,the minimum setback is 25 ft or the first row of tree is from a low trunk trees like oil plam trees or etcs.

In the rating for judge that passageway is safety or not the condition of setback must take for consideration.One more nowdays,many authorities such as majlis daerah,majlis perbandaran and also majlis bandaraya through landscape deparment plant a huge trees for landscaping purpose At a small time it ok bit when the trees is getting old and old and sometime sheltered our road and dangerous when rainy season or windy conditiom.The urban planner should look this matter and rectify all the guideline regarding landscaping matter.

Because to cut all the tall tree works are too costly  and waste the money to our taxpayers.

Second accidents just a few days,2 died at jakusi in villa near Ipoh because the slope failure.As we know that area are the largerst limestone in Malaysia.Dont bother weather limesone,clay ,granite or etc,where is the setback between slope and building.For limestone slope the setbact must be 1 to 1,if the slope height 10 ft the set must be 10 ft also and the gradient of the slope is 1:2.In Malaysia slope management like slope contruction,slope mantainance and slope monitoring for public road and new construction are in good order but happen to private area like hotels,condos,bungalow and etc.For building above 5 storey,a periodically inspection every 10 years are stated in KPKT regulation.What happen to building below 5 storey?

Should be PBT set a rule and regulation or guideline to control or to manage a slope behavior for these type of  building.Yearly inspection for Class 1 or 2 slope or perodically and failed to do the inspection and mantaining of the slope will be punished under the guideline.We hope no same accident like Highland Tower,Bukit Antarabangsa bunglow happen again in the future.
