Last two days,2 factory workers died due to the temporary support to the bridge under construction collapsed on the van carried these two workers.Another 3 workers including the van driver seriously injured and warded at hospital.Investigation still carry on until today.One statement said these incident not involved these construction site but this is a road accident.What type of this statement?
There no other reason why?The main reason are no traffic safety at that site.The author at one time passed by this construction site and only the banglas workers control the traffic management.Where the safety officer?Depending all the safety and traffic management to the banglas worker without any experience or knowledge about traffic management.This is the weakness or unresponsibility of the builders and last two days happened with 2 died.Tomorow still no body no who will going to be died.Until now no upgrading about traffic management to construction especially at the crowded traffic area.
The authority especially JKKP must patrol and check at every time all the construction to make sure the safety and traffic management are in order.Stop order work and penalty should be issued if anybody not followed the SOP or method of statement of the safety or traffic management.
What is traffic management?The author at one time work at consulting firm as assistant engineer and responsible for supervise a road construction work for during night time.Before 5 pm the contractor will submit the programme for the night works including the traffic management plan.The traffic management plan consists of type of works,location.time start and finish road closure,manpower to control the traffic,standby manpower and all the machine and equipment involved and the most import are the lighting system to do a work.
The resident engineer will go through and approve it.So when the beginning of work,the safety officer will round and check that all the works are in order and follow the submitted programme and method of statement.The assistant engineer will go around and check the safety officer doing a job or not.
The traffic management plan is a document consists of the way of works in the road area will carried out so than can minimise inconvenience and help the road users and the workers to remain safe.Usually most of the TMP must approved by the authority or the owner of the project via consultant.TMP must be design by a competent person.
TMP must have a detail of specific works done,specific location,date or time of works,who doing the works,the works methodology,temporary speed limit and submit with the TMP diagramme.TMP is needed and important to the emergency works.
TMP implementation is a key factor to know whether the programme successful or not.One of the weakness TMP is implementation.If the implementation of the plan follow strictly the items in the TMP,any accident can avoid.
