BUILDING COLLAPSED,WHAT TO DO?

Yesterday at Mumbai,one resident building collapsed and kill 9 occupants and injured a lot of  others occupant and if the building collapsed ,what is the process after that.

• save a live that the rescue process will begin using building layout plan.dogs,dron and to save a still alive occupant and all the dead body and injured body are sent to hospital
• investigation process will begin after all rescued works finished.The investigation process will start from the field or from the collapsed building.Using a drone to take an overall picture or image for making a failure modelling in the computer.The sample of the buildings such as rebar,concrete,bricks will be collect and send a sample to the chemistry department and an engineering lab to identify the quality and strength of the material.All the size of the members like exposed beam,column,slabs will be measured.
• foundation investigation that after all the superstructure debris will cleared then the investigation to the sub structure or foundation taken place.All the point of column will excavate and dig to identify the type of foundation and nos of pile per column.
• document investigation
• design calculation and drawing that all the calculation starting from roof beam to the foundation will be check to identify the error or mistake in design parameter such as live load and deflection of the structure.The soil investigation report are the most important things to check to indentify they type of soil and check any error and mistake at the design stage of the pile.A sample of concrete and rebar and also the pile example will be taken to test at the lab.
• during construction that all the quality control form are in order for every process of making the concrete structure.Starting from RFI form,quality control during installation,certificate from the suppliers,test results for all materials such as slump test,cube test,tensile test and others test for materials.
• after occupied that checking the management record of maintenance such as every maintenance by the third party and to check weather all the defect will be restored or not.Like a cracking,leaking,slab settlement or the unlaw extention to the structure or the management added a new life load at the roof such as a big water tank or another type of load at the top of the building.The investigation also must look to the sabotage issue or any explosion from the kitchen before collaped.The external factor also must be investigate.
• forensic report will be prepared after all the above document collected and study by the specialist in various party like police,fire fighter,engineers and architect to make a conclusion and proposal to the government for further decision .
• if SOP broken from the construction personal or party,they have to be punished and all the licensed will be terminated and jailed is the suitable punishment.

The investigation may be take a long time and may be 7 or 8 years before settle and Malaysia have an experience last 20 years when the Highland Towers collapsed and killed an occupants.The court process taking some time and all the party involved in construction are punished based on the percentage of involvement.Thank you
