Yesterday at Malaysia,one blasting occured at one oil factory at Teluk Panglima Garang Industrial Area near Banting in Selangor,The blasting happened at one of the oil tank during repairing work.One Indonesian worker was killed and three others injured.The blasting maybe came from the fire sparkling from the welding work.But the question is,why the foreigner did the welding work?.As we know that the welding work include in or under the specialist work and only the competent person can carry out the works.
The meaning of competent person is the skilled worker who have been training in the field and have a certificate from the recognized body.The competent person not only can do a job but also have a knowledge about the safety of the works.The foreigner may be have a several experience in that field but may have zero knowledge about safety.
This phenomena happened a lot in the construction industry.From the lorry drivers,heavy machine operators,special equipment like rotary machine,welders,electricians and etc.May be this foreigner workers have a lot of experience because they are doing the same job for several years of time but they have zero on the safety aspects.
Should be all the specialist job must be carried by the local competent person and the foreigner can work as a helper or under a local supervision.Always happened all the specialist work are control by the foreigner workers team from the helpers until to the supervisor.The local person only sit down and take all the information from that team.That why now all the specialist job especially in the construction industry are control by the foreigner.The local man only depend on this team.The government and construction industry players should look at this matter before they are going worse in the future.
One more thing about the blasting at the factory,when the Bomba came,the factory are at 50 % blaze.The Bomba only control the fire from effect the other side of the factory.Should be the big factory have a fire brigade team for a purpose to give a preliminary help .This team must have an experience how to control a fire and also how to safe a live.The team must also have a training from the Bomba and all the members in the team must have a certificate.At least this team can save or do something to control the fire before the Bomba come.Like those day every school have a fire equipment mock up have 2 buckets of sand and water.
Actually,the factory have a tools to control the fire.The fire hydrant,the hose reels and a sprinklers system and a fire extinguisher are the preliminary tool are ready in the factory but not all the workers are trained to use these type of equipments. Only the trained person can do it.One more problem at the factory when get the CCC,the internal layout of the factory were changed and sometime the fire factor always not take into consideration.Always the pathway for the Bomba are closed or blocks by the machine or etc.
Recently one factory are fined thousand of ringgit because the new layout plan are different from the approved plan.The fined are under Akta Bomba(correct me if wrong) and if the Bomba want to check every factory in Malaysia ,I think impossible so the owner of the factory must take precaution about the new layout and all the fire element must not changed and any changes must submit to the Bomba for approval.
We let the authority do the investigation to find out the source of the blasting and come out with the report. Takziah to the victim.Thank you
